Here is another fun deck to play.
I call it the Spooky Deck, since it has several Ghost Pokemon.

It might need a little help to make it better.

The catch is that it can only contain cards from Diamond & Pearl & up.
No HGSS or Black & White.

Any additional Pokemon must be Ghost Type.

4 Shuppet (Hypnotic Gaze & Fade Out)
4 Banette (Temper Tantrum, Darkness Switch & Loneliness)
4 Duskull (Silhouette & Will-o'-the-wisp)
4 Dusclops (Dark One-eye & Ambush)
1 Dusknoir (Spirit Pulse & Darkness Mist)
1 Dusknoir (Dark Palm & Hard Feelings)
1 Dusknoir (Shadow Command, Damage Even & Night Spin)
1 Dusknoir (Dark Hide & Reaper Pulse)
4 Misdreavus (Lullaby & Nightmare Feast)
4 Mismagius (Avenge & Psywave)
4 Mom's Kindness
4 Buck's Training
4 Professor Oak's Visit
4 Cynthia's Feelings
4 Expert Belt
12 Psychic Energy

Strategy: Get one of the various Ghosts out & start spooky stuff.
I seem to like using Banette or Dusknoir especially.

It kinda seems that maybe too many Pokemon?
Sometimes (when I was testing via solitaire) it had a ton of Pokemon in hand (with a full bench).
Though I was not using Temper Tantrum (since I had no deck to play against).

Again not really meant to win very often, but is very fun to play.
Especially since it's that time of the year, and the kids get a kick out of the older cards.

Your format is DP-AR, correct? Are you playing with the previous ruleset of the era or the current one?
Are you trying to just fit as many Ghost's as you can in this deck? If so, why no Gengar(Stormfront)? Why no Mismagius(Platinum)? No Spiritomb(Legends Awakend or Arceus)? No Sableye(Stormfront)? No Drifblim(Stormfront) or Drifblim FB(Supreme Victors)? I think there are quite a few better Pokemon and Supporters that could still fit your theme.

Roseanne's Research and Bebe's Search were staples in their day. I would definitely try and find some room for those. If you're playing evolutions, Broken Time Space was the Stadium of choice, though Moonlight Stadium might be better suited to your ghostly needs, giving all your pokemon free retreat.

I would suggest trimming down your lines to 1 or 2 different Pokemon attackers, plus a starter and maybe 1 support Pokemon.
Dusknoir(Shadow Command) is the only Ghost with any sort of Draw Power. If you're playing only Ghosts, he seems like an ideal choice to start building around. I'd suggest playing the Reaper Cloth Duskull from Secret Wonders so you can get quick evolutions going. Sableye SF and Spiritomb AR are good starting Pokemon.

If you like Banette, you might look into SW Banette. He plays well with PL Banette, can hit pretty hard quickly.

I don't think Expert Belt is a good play unless you are gonna build a Ghost-Only version of CurseGar(Spiritomb, Shadow Skip Gengar AR). Many of the Ghosts you have listed have attacks that lower their HP. I like Cynthia's Feelings, and Professor Oak's Visit almost has a Trick-or-Treat theme. Mom's Kindness and Buck's Training are a little Sub-Par. Several of your attacks "place damage counters" which will result in no bonus from Buck. I'd play almost any other supporter over Mom's Kindness. Looker's Investigation, Team Galactic's Wager, Team Galactic's Mars.

If I were building this, I'd start here:
4 Spiritomb AR
4 Reaper Cloth Duskull
4 Duskclops(Probably Dark One Eye, but you could use whatever you preferred)
2 Shadow Command Dusknoir
1 Dark Palm Dusknoir
1 Dusknoir Lvl X

2 Moonlight Stadium
2 BTS
4 Bebe's Search
4 Roseanne's Research
4 Cynthia's Feelings
4 POV

8 Psychic Energy
4 Cyclone Energy(Good for DP Dusknoir so you can push whatever attack back into their deck).

That leaves about 12 spots for whatever else you decide to put in. I wouldn't go too far over 20 Pokemon if I were you.

I might be able to scrounge up some other Ghosts, but not sure what's left in the box I gave to the league I go to.
Which I can't access until Sunday.

As for the other stuff, thanks!

I forgot I had my binders still at home (Diamond & Pearl through Arceus).

Heres a slightly altered version:

4 Misdreavus (same as before)
4 Mismagius (same as before)
4 Duskull (same as before)
4 Dusclops (same)
2 Dusknoir (Shadow Command)
1 Dusknoir (Spirit Pulse)
1 Dusknoir Lv. X
4 Shuppet (same)
4 Banette (same)
4 Buck's
4 Bebe's
4 Roseanne's
4 Cynthia's
4 Prof. Oak Vist
Same number of Energy

Shuppet is pretty annoying with the Fade Out attack (does 30 plus goes back to hand)
Banette use Temper Tantrum to discard extra cards & then Darkness Switch, followed by Loneliness pretty much kills anything.
Mismagius' Psywave can do some serious damage to people who love to stack energy on their Pokemon.

Altered version of this deck:

Took out the Shuppet/Banette combo

4 Duskull (Silhouette & Will-o'-the-wisp)
4 Dusclops (Dark One-eye & Ambush)
2 Dusknoir (Shadow Command)
1 Dusknoir (Spirit Pulse)
1 Dusknoir Lv X
4 Misdreavus (Take Back & Tackle)
4 Mismagius (Avenge & Psywave)
4 Gastly (Lick & Night Shade)
4 Haunter (Psyshot & Shadow Bind)
4 Gengar (Life Drain & Shadow Dance)
2 Poke Ball
2 Switch
2 Pokemon Communication (will replace with a Diamond/Arceus card)
2 Potion
2 Bebe's Search
2 Professor Oak's Visit
2 Roseanne's Research
2 Cynthia's Feelings
12 Psychic Energy

Similar strategy as before with a bit more focus on Gengar & Dusknoir.
Reason for the switches/potions: Seemed to be a good idea.
Reason for getting rid of Shuppet/Banette way too many Pokemon to make them work well.

As for the earlier suggestions, I did not have any extras of those cards mentioned.
With exception to the Mismagius from Platinum, which did not seem that good IMO.

So played this deck during league, and decided to modify slightly.
Mostly due to kinda just sitting there doing nothing, but draw-go...

Took out Misdreavus/Mismagius

Added two Palmer's Contrubition (get back cards)
Added two more Pokeball
Added two more Switch
Added four Energy Search

So basically it's just Gengar & Dusknoir now.
