I don't know if this has been asked before but its troubling me. Does Darkrai Ex's Dark Cloak ability nullify Jellicent's Stickiness ability which adds 1 more energy to all of the opponents pokemon retreat cost? Or is it more of which ability is out first?
If an effect sets a retreat cost to zero (not just by subtracting and it happens to reach zero), that takes precedence over an effect that is just adding to the retreat cost.
