Switching into Sigilyph DRX/Suicune PLB with an EX's attack

There was another thread from the start of January that asked this same basic question, but it never got answered, so I thought I would resurrect it.

Can a player use Palkia EX's Strafe, Celebi EX's Wind Whisk, or Kyogre EX's Smash Turn and successfully switch into Sigilyph DRX or Suicune PLB?
