If a tournament has 62 players for the first round, and 2 more players are registered with a first round loss, would the tournament still have a top cut of 8, or would it be expanded to a top cut of 16?

Still Top Eight since late entries don't count for rounds or top cut determination.

That's what I was thinking, just wanted to make sure before we try and recruit a bunch of parent players last minute =p

Once you get past Step 3 (I think), the tournament completes as proposed. Basically, once you see the standings, you can't change the rounds or top cut numbers.
