Lemme see here...

Why Multi? You REALLY shouldn't be using Mawile as an attacker. Therefore, the only pokemon you'd want to play Multi on are... Delta. So use Delta Rainbow.

Of course, should you wish to use Raichu (which would be faster in that the energies don't need to be in your hand. Don't forget that it isn't giving 2 prizes when it dies. Problems are that it does use your attack for the turn, but that's it), just use Basic Lightnings over any Multis/Delta Rainbows.

Why the 1 Energy Switch, 1 windstorm and 1 Super Scoop up? One copy of those cards really won't do much. The fact that you have no way to recover a pokemon or energy should it hit the discard is a little scary. Night Maintenence would help if you use Raichu, because then you can return any energy back into your deck for his attack.

Since you use Mawile in this deck, use of tools is something you might wish to consider. If you opt to use Raichu over Altaria, then Cessation Crystal would be a huge help, as you use no powers (besides Altaria EX). Additionally, it would be greatly helpful for you to not forget Tyranitar's second attack. With a strength Charm, it one shots Feraligatr and Empoleon. Or if you placed a Crystal Shard onto it, you'd be able to one shot Flygon and Garchomp. One shots are highly useful, and the extra turn that it takes for you to place the Shockwave marker on those pokemon might be all it takes for you to become critically damaged.

I just wanted to bring this to your attention:

Tyranitar is not so hot in the current format. A Level-Up removes the Marker. An evolution removes the Marker. Pokemon ex are fading out, and that was the main purpose of its sniping ability.

I recommend replacing Tyranitar with Salamence ex δ. Salamence ex can OHKO Infernape and Kricketune.

Just some advice; I personally don't think Tyranitar is very good anymore. It can't OHKO very much at all.

Thing about Tyranitar: You still have his second attack, which I just explained how it can knock out several important pokemon. Electric is a GOOD type to have (counter Empoleon), especially if you aren't weak to fighting.

Don't forget that Pupitar from MT is highly useful (being able to do an "Aqua Shower", but with 2 energies of any color). None of the Shelgons can match that. Sure, it's not delta. Does it need to be? Not really. (No reliance on delta draw, not using Flygon or Fearow... It's perfectly fine for the stage 1 to be from MT)

Sure, Tyranitar's not as dangerous now as he used to be (having lost many EX targets and his twin from Delta Species). But due to the fact that he has a weakness that is much harder to exploit (there's less Grass pokemon then pokemon that can be colorless. Crystal Shard makes it that simple) then Salamence's, plus use of the Pupitar MT knocks several pokemon into his KO range anyways, there's no reason to say that Tyranitar's terrible.

A guaranteed two turn knockout isn't that bad... Especially if the pokemon who does this also has a good secondary attack :/

Here is my take on it:

pokemon 18

4-2-4 t-tar ex d
4-3-1 Raichu Mt/ Raichu d

trainers 27

4 Bill's Maintenance
2 Rowan
1 Copycat/ TGW
2 Scott
2 Castaway
2 Mentor
4 Bebe
4 Rare Candy
3 Holon Legacy
2 Switch
1 Night Maintenance

energy 15

4 Delta Rainbow
10 Electric
1 Scramble/ DRE/ Boost

Raichu just is quick for setup and the first one is a Sac anyway. Just Spread the Energy to bench Pokes while building. Raichu D is there to also help spread the Damage with Zzap and the Free Retreat is nice!
Legacy covers the Weakness Factor for you and since nothing has a Pwer now, it is a welcome thing to help with the weakness factor! Use dthe ScottAway enigne modified to help with the Le*** and setup!
The Solo nrg is more of a one hit thing... Boost allows a TTar to hit a Stage 2 faster fro slow setup if needed. DRE & Scramble gives that quick 90 to Raichu d if needed!

Nice Concept and GL!!
