a way to speed up the distrubution of energy. Because right when one pok is knocked out it takes some turns to get it ready.

I don't think Sceptile and Typhlosion d go too well together. With Typhlosion d you should be running one or two Typhlosion EX for energy acceleration, and a Gardy d/Gardy EX d line to move excess energies around. Gardy can turn off powers -and- bodies, and Imprison will shut down EXes and non EXes alike. I've seen it played like this:

I'm not wanting to completely change the dek. Plus I don't have any Gardy EX and don't know anyone who does in my area.

if you don't want to change the deck completely, drop the latilock to 1/1 and add 2 researchers. drop the 2 mews for 2 giant stumps to get rid of damaged sceppys or typhlosions. add at least 1 typhlosion ex to get energy on your pokemon so you don't just fold when one gets ko'd and you have no energy in play. replace 1 multi and 4 psychic for 5 fire. drop the elm, an adventurer, and a BF for 2 warp points and a switch for multiple shady moves. an absol ex tech would go well in here as well if you can make room for it.

i assume you all know typhlosion ex only attaches energy to fire pokemon? the only fire type in the deck is latias d

Try dropping a couple pokes for some more trainers - specifically some stadiums or another windstorm maybe? I'd try dropping a mew, and one H. Castform and see what you can put in.
