The Pokemon this card is attached to has each of its attacks' Energy costs reduced by 1 Colorless Energy.

To use a Pokemon Tool, attach it to your Pokemon. It can't be attached to a Pokemon that already has a Pokemon Tool attached.

This card can't be attached to anything but SP-Pokemon. If this card isn't attached to an SP-Pokemon, discard this card.

Cyrus' Scheme
Supporter

Search your deck for a Supporter card, a Basic Energy card, and a Trainer card with “Team Galactic's Invention” in its name, show them to your opponent and put them in your hand. Shuffle your deck afterward.

You can only use a Supporter once during your turn. To use it, put it into play next to your Active Pokemon and discard it at the end of your turn.

STRAT:

Toxicroak is your main attacker, with the tool on, he can do 60 for 1 energy, and has a body that is exactly like Bibarel's. Skuntak is used to poison the defending pokemon so that Toxicroak does 60 for 1 energy. Weavile or Honchkrow are both good starts since they have a free attack to nab you somethig you need. Bronzog is in here to get energy onto a toxicroak if you run out of the Tools, or to quickly energize a weavile for his second attack. the TGI cards are all very nice, either making your energy cost 1 less, stopping your opponent's power, which is really nice to block an uxie drop or an azelf one, or a free SSU for your SP pokemon. Since Toxicroak should be your active pokemon most of the time, you don't need Unown G in the deck. Weavile Searches out your SP pokemon, and Cyrus' Scheme can get your Roseanne's, so Bebe isn't needed much either.
 
I think you should tech Lake Boundary and change Bronzong to Crobat. This way you'll have a chance to ohko Machamp once in a while.

IMO Poketurn should be a 2-of because you'll rarely need to use it more than twice a game. I would also drop to 3 Gains especially since they're searchable by Cyrus and Honchkrow.

Toxicroak is your attacker, poison with Skuntank. Weavile and Honchkrow help you set up faster. Crobat can place that one damage you need. Unown G is there to protect your support[Uxie, Azelf, Skuntank, etc].

TGI Inventions are wonderful, Bebe's, Cyrus's and Roseanne's search out what you need. Team Galactic's puts 2 damage on a Pokemon when it evolves, Snow Point for more HP. Warp Point for disruption. Night Maintenance/TSD for recovery. Luxury Ball for more search and Cynthia's in case of KO or you get a really bad hand.

Call is great in an all basic deck, Rainbow in case you need to use Honch or Weavile to attack, and better then Multi cause it can have more than 1 special energy.

Another thought is that you could use a 1-1 Cresselia Lv. X line for damage manipuylation of the chance to get 2 prizes. Then you might want ot run Moonlight over TG Base or Snowpoint.
