I don't know about the best deck ever.

They could be playing 4 Ditto (Fossil) to counter Sableye, bench a Pachirisu and Swoop! Teleporter to let's say a Zekrom and Swoop! the Ditto into a Cleffa. Or they could Wally's Training into Ninjask (Deoxys) or level max a Mewtwo lvl.x.

I would add some Honchkrow SV, because you need a Mewtwo lvl.x counter.

No POW1, No computer Search, DCE instead of Double Rainbow? Is kinda weird, I mean you could have a deck like the old one, or Improved it with older stuff, as it is it, it is not either a copy of the old or anything improved.
