AFAIK, the _only_ one at nationals was the one that was photographed...and that belonged to a POP staff member.
i don't think people are understanding the reasons behind the 'destroyed' part. when something like this is ordered that has a firm 'need by' date, it's in the contract with the manufacturer that they either provide the product by that date or the shipment is refused and (...probably) not paid for (at least in full).
accepting the order would have been problematic in a lot of ways: POP would have merchandise it would have to pay warehouse costs for, instead of immediately drop shipping to the PTOs for their events.
--they would STILL have had to figure out some kind of replacement promo item for that prerelease...essentially doubling the promo item cost for that set.
--shipping a single deckbox to every participant in the DF prerelease would have been a nightmare, never mind cost a fortune: the box is bulky, and crushable...a bubble envelope wouldn't work as packaging. not to mention trying to assemble said mailing list: look at how many younger players still don't have 'my pokemon' accounts nor are opted into player rewards...
then there's the 'credibility' factor with the manufacturer: if POP were to accept the shipment late, as a 'this time..' thing, what's to stop the manufacturer from doing it AGAIN, since they didn't stand up for their 'need by' date before?
