My friend and I have been working on this deck for a bit now and we are just fine tuning it at this point but I figured extra set of eyes don't hurt since we are the only 2 people in our group who play pokemon competitively.

Consider adding an Exeggcute (Propagation), This Poké is the ultimate discard "fodder" since Its Ability allows you to retrieve it from your discard pile. So, you could essentially use it multiple times (during same turn) as you play Trainers that require you to discard cards,
Personally, I feel Safeguard Poké really don't buy you that much time, if any at all. I find it to be an actual advantage sometimes - my opponent has devoted a card slot or 2 to a Poké I can easily KO (even with my EX when I run Garbodor), snipe around, poison, Catcher around, etc. So, consider replacing it with a Poké that is more effective.
I've found from experience (I too run a Blastoise deck) that I really need a way to search and get L energy. With only 3 in my deck, I could not draw into 1 consistently when needed before I dumped energy cards into the discard pile.
So, consider the following suggested changes:
-2 Suicune
+2 Druddigon (excellent counter to Dragon type Poké)
-1 W
+1 Exeggcute
-2 Bicycle
+1 Professor's Letter
+1 N (more effective than Bicycle when you run Tropical Beach, IMHO)
I'd also suggest you find room for Lysandre(s) and Pal Pad - they are both worth it, IMHO.
