I saw them at Wal-Mart and they were Lugia and Ho-Oh.

Of course they came out. The theme decks ALWAYS come out WITH the set. Period. End of story. It makes no sense any other way.
There's a Ho-oh/Typhlosion deck and a Lugia/Meganium deck.
Don't even think about asking "are they exes?", or you're just begging to be flamed to death by the kind of people like those that go on neo =/
