You know how you must be 10 years of age to get a Pokemon license? They have a character at the age 4 with Pokemon. The preschooler! And I thought they were into making the old stuff come back.

I totally understand what you mean but what I think they were doing there is going by the anime where when Ash goes to the preschool, the kids have pokemon they play with. So it could be that the kids are just using those pokemon and why we don't see little preschoolers in the game with level 50 pokemon close to the end of the game.
 
You're forgetting something...nowhere does it ever say you need to have a license to have Pokemon; plenty of non-Trainers have Pokemon in the game. IMO, the only thing a trainer license would grant is the ability to compete in the Pokemon league, whereas anyone else can have Pokemon and even battle with them if they want, like the mentioned preschoolers.
 
I think the license kinda proves that you can use Pokémon correctly in battle. It's just like a driving license, a driving license means (hopefully, if you haven't cheated) that you can drive correctly. Dem Preschoolers don' know how to use dem Pocket Monstaz.
 
So it's totally fine for a 4 year old to train a lv. 100 Raquazza.

Remember, you have to have Gym badges to control pokemon over a certain level. Assuming that a 4-year old boy or girl isn't able to wander around on his own to go catch pokemon in the wild, the fact that the pokemon he recieves from her parents, a prfessor, or whomever, weren't actually his to begin with, amkes it so he has to obtain gym badges to control it at higher levels.

Depending on the time, you can battle a little kid at the ferris wheel who has a high level pokemon.
Then you ride on the ferris wheel.

and to add to that pokemon license make you able to collect badges.... this isn't the first time Ash met someone to young to have a license remember the Sinnoh episode when Dawn got her Poketech? the kid was under ten and had a shinx......
