Thundurus EX Raiden Knuckle

I have a simple question this time, although I think I know the way it resolves and I just want to verify: If you have no Plasma Pokemon on your bench to attach an Energy card to, can Thundurus EX still use Raiden Knuckle? I was under the understanding that it could, but I want to verify.

As long as you meet the energy requirement of an attack, you can use that attack.
Then, you do as much as you can.
So you would do the damage.
