The Tidal Storm attack says, "Move 2 energy from this Pokémon to 1 of your Benched Pokémon. blah, blah, blah."
If I have only Suicune PLB on my bench, then where do the two energies go? Does the Safeguard Ability prevent attaching two energies to Suicune. Is the effect of the Tidal Storm Attack just on Primal Kyogre or does being the recipient of the 2 energies count as an effect on Suicune and therefore the transfer is blocked?
