TM Rock and Lanturn

This came up in a game:

I had a lanturn HL on my bench and my active pokemon had 60 damage on it, its basic form has 50hp.

He uses ATM Rock and de-evolves all of my pokemon, thus killing my active. I'm guessing I don't get to use Lanturn's power for it being killed, but I figured I would ask anyway. So, would Lanturn's power activate before being de-evolved into a Chinchou or not? Would I get to grab an energy from the discard that my active had on it and attach it to Lanturn?

Procedurally speaking, Lanturn gets returned to your hand at the same point in time that your active Pokemon gets devolved. Therefore, its "Energy Grounding" power would not be present on the field at the time when the active gets KO'd.
