To force a rewind/rule

A situation came up yesterday at a cities where i had two of my Gyarados knocked out prematurely with 140 hp, when it really had 150 with expert belt. At the time the first knock out went unnoticed, but the second i caught and then we called a judge.

The judge had the possibility to rewind the play and give my the win ( i had 1 prize left) because of a multi-prize loss.

1- How far can a judge rewind play?

2- At what point is the play, to the judge, considered 'not important enough to do the work' and then go straight to the penalty?

My real question though is this:

3- Does the judge reserve the right to rewind the play or make a game changing call, even if both players dont want it to happen?

In continuation - is it fair for a judge to force a game action?
 
You're not really asking for a card or game ruling as much as a critique of the judge and his actions.
We can't really do that here.
Feel free to bring up the scenario in one of the discussion forums, but do be respectful is the discussion of it.

Your last question might be something that could be answered, but you have to specify what you mean by "force a game action"
