Togetic RR/Mew EX LM and Ludicolo DX

Situation:

(NB. Mew ex reference taken from Marcello-Milord's "Scanlation" of Mew ex from Legend Maker in the Gallery section. The actual name of the PokePower may differ if/when the card is officially released.)

Player A has a Togetic RR or Mew EX LM out as Active.

Player B has a Ludicolo DX in play.

Player A's Togetic uses the attack Rainbow Move or Player A's Mew EX LM uses the PokePower Allmighty, copying Ludicolo's Circular Steps attack.

Is the damage of the attack affected by the Ludicolo in play?

Reference:
(W)(C)(C) Circular Steps - 10x - Does 10 damage times the number of Pokemon in play (both yours and your opponent's), excluding Ludicolo.

It is the bolded section that misleads my mind.

This is not an official answer yet since the card has not been released, but this fits the "self-referencing rule". Replace Ludicolo with "this Pokemon".
