Considering both tools are in the active spots respectively, will any Technical Machines in play in the active spot be not discarded at the end of the turn due to the effect of Tool Jammer?

The discard rule text on the Technical Machine's are also an effect of that Pokemon Tool, so Tool Jammer on the active prevents that effect and the Technical Machine is not discarded.
