Tornadus

Ok, so I was at the prerelease today, and my opponent had no bench and used Tornadus's Hurricane attack, the wording is "move an energy from Tornadus and put it on a benched Pokemon" The judge said you could use the attack, but I was also thinking no since half of the attack could not be performed. Does this mean when I use Hurricane that I do not have to move an energy?

The Judge was correct.
In Pokemon, you do as much as you can.
So, in this case, if you could move the energy, you would.
If you can't, then you don't.

The attack would have to say "if you don't [do this], then this attack does nothing" for it to not work.
