Torterra SF

Hi,
I know if you evolve to torterra sf and have a treeko on the bench and it evolves into grovyle via sunshine pokepower you wouldn't be able to evolve from your hand to sceptile.
But lets say you evolve a treeko first into grovyle from your hand and then evolve to torterra sf, will the grovlyn evolve to sceptile? or will the power be negated and wouldn't activate because you evolved already?

You are correct that you could do it that way.
Evolving via effects is not limited by timing rules.
