TR porygon's conversion:
can i change the weakness of my oponnents active pokemon if it doesnt have any weakness ?(example: sneasel)

Neo revelations Porygon2 pokemon power: energy converter
can i change a :grass: energy into a recycle or double colorless energy? if i retreat my active pokemon with the :grass: energy converted into recycle energy, does it return to my hand?

1. No. You can't change something that isn't there.

2. No. Those are not "types". They have those abilities because of their text.
The Power does not add any text to the card. Just changes the color.
