Trainer; Rare Candy

I have a question about rare candy, can i use it on turn 1 or on a basic I just played because it says this counts as evolving that pokemon which you can't do on a basic you just played

You can't evolve normally at those times, but using an effect (whether it's from a Trainer, a Power, or an Attack) all allow you to ignore those kinds of rules.
The only exception is Pokemon Breeder because that specifically says you can only use it when you can evolve normally.

So, yes, you can use Rare Candy on the first turn.
