trainers and Rare Candy (New Question: basic ev.)

Two simple questions, but I've heard a lot of dipute.

First person in the game can play no trainer, supporter or stadium cards, but can the second player play any, or only trainers?

Second: Can rare candy be used to evolve a Pokemon by 1 stage if it's already been evolved that turn?

Another question: Can rare candy be used to evolve a basic played that turn to a stage 1?

Second player can play anything.

You can only use Rare Candy on a Basic, so if it is already evolved, you can't use Rare Candy on it.
This includes Evolved Basics (a Pikachu on a Pichu). They are no longer Basics.
