I can't find Tropical Beach in tower and I still assume it is modified legal. Am I right?

No, no, thanks for bringing that to our attention. I'm not sure why that's not displaying in the general, Modified list.
We'll check that out,

Defender is not a Tool, so you can attach as many as you have to a Pokemon!
I'm not saying 4, because if you are playing in a draft, there is no limit on how many of a card you can have in a deck.
