I noticed when I was playing on PTCGO that I could not use (PHF 120) M Manectric's Turbo Bolt onto (PLB 20) Suicune. At first I was going to just submit a ticket to report a bug, but when looking at Suicune I saw that it did not specify your opponenet's Pokemon-EX. After this and remembering Seismitoad could not damage it with Grenade hammer I started to think It was not a glitch. Safeguard says "effects" not just damage from Pokemon-EX.

Does this mean you cannot Turbo Bolt onto Suicune, because of Safeguard?
 
You can choose it and choose the energy, but it would just immediately be discarded again.
You don't get to make another choice.
