Just to clarify if I have a double rainbow energy attached to a pokemon and typhlosion SW uses it's attack then would the double rainbow be discarded?

I believe you are actually talking about Typhlosion MT's Evaporating Heat attack that allows you to discard a :water: Energy attached to the Defending Pokemon. DRE provides :water: so it can be discarded, unless there is some effect in play that keeps it from providing :water:.
