Are you able to play Ultra Ball when you have no cards in your deck?

Discard 2 cards from your hand. (If you can't discard 2 cards, you can't play this card.) Search your deck for a Pokémon, reveal it, and put it into your hand. Shuffle your deck afterward.

I'm aware that you can't play a card like Professor Elm's Training Method with no cards in your deck because there won't really be an effect; you can't search through a deck that isn't there. However, can you play Ultra Ball since discarding two cards is an effect? Even though you can't complete the search, you are doing something. Thanks!
