This is an idea I've had for quite some time now, so I figured I'd share it here (I've also posted this on PTCGO). Here we go:

Changes made are italicized.

Pokemon: (14)
4 Eevee (SoE variety)
4 Umbreon PF
1 Leafeon PF
3->2 Deoxys-EX
2 Darkrai-EX
0->1 Absol

Trainers: (32)
4 Colress Machine
4 Hypnotoxic Laser
3 Pokemon Catcher
3->2 Team Plasma Ball
2 Dark Claw
2->3 Dark Patch
4->1 Ghetsis
3->2 Colress

3 Juniper
2 Shadow Triad
1 Team Plasma Badge
1 Scramble Switch
0->2 N
0->2 Ultra Ball

Energy: (14)
4 Plasma
7 Darkness
1 Blend RGPD
2 DCE

This is still a very rough draft, so I expect it to need to be improved on, but this is what I've come up with so far.

Umbreon, of course, is what this deck is built around, giving a stackable +20HP to all Team Plasma Pokemon. So, if you can somehow manage to have 4 in play all at one time, you'll give +80HP to all your Plasma Pokemon, including four 180HP Umbreons. So the rest of this deck is built around trying to support it.

First, its attack (DCC for 70) is DCE-compatible, can be used with Dark Patch and Colress Machine, and can be boosted by Dark Claw and Deoxys-EX. So you could easily jack that damage amount up to over 100 and make Umbreon into a potentially dangerous attacker. You can also use Darkrai-EX to give Umbreon free retreat or as an alternative attacker (one of the main reasons for my choosing to include a Scramble Switch).

As for everything else, the Blend Energy RGPD is there in case you want to attack with Deoxys while allowing it to retain its Darkness-type, allowing you to still use Darkrai's switching with it. The Plasma Badge is also there to allow Darkrai-EX to use the support Umbreon and Deoxys provide. As for Leafeon...well, it scares away Terrakion and can puncture a Keldeo, so I think it has some worth.

Please comment and offer suggestions for how I can improve this deck. Any help given will be appreciated.

Why are you maxing out on Ghetsis?
I would think you'd want to replace it with N, and I'd max out Juniper before I maxed out on N.
Also, since you're running lots of umbreon to boost HP, you could consider a max potion. Don't know what you could remove though. Also, I think you'd want Sableye somewhere in this deck. Perhaps you could swap out the leafeon for it?

the SoE eevvee is awesome but you will only be able to get 1 umbreon at a time.

"Search your deck for 3 Pokémon of different types that evolve from Eevee. Reveal them and put them into your hand. Shuffle your deck afterward"

You can grab your leafeon 1 of and an umbreon first time, but after that only one at a time. i would run ultra ball as an acceleration engine for unmbreons since you dont have to use an attack to get them and hold them in hand for a turn and risk eevee getting KO'd before your next turn. This way you can evolve right away and benefit sooner from the effects, or ultra ball to leafoeon and possibly KO a landy EX or terrakion, because you didnt have to waste a turn waiting.

Sorry for the late response, but after reading the responses I got from you, I'm thinking of making these changes:
-3 Ghetsis
-1 Colress
-1 Team Plasma Ball
-1 Deoxys-EX

+2 N
+1 Dark Patch
+1 Absol
+2 Ultra Ball
