Umbreon UD Moonlight Fang Vs Celebi Prime Time Circle

What if Umbreon UD was active against Celebi Prime, and Celebi Prime uses Time Circle to prevent damage done to Celebi Prime by evolved pokemon. Could Umbreon UD still use Moonlight Fang's effect not the damage? Or vice verse. Because Time Circle's effect is done to itself not to the defending pokemon, same with Umbreon UD.

Both protective effects are on the Pokemon doing it to themselves, so neither would block that effect from the other.

They would basically stare at each other while active.
