undevelop and BTS

I am familiar that a player is allowed to undevelop and then evlove that same eevee if there is a BTS, but why?
BTS reads, Each player may evolve a pokemon that he or she just played or evolved during that turn.
So, how exactly does a eevee get to evolve if it wasn't just played or evolved during that turn?

When a Pokemon comes back into play, it is "played".
