Undevelop versus Broken Time Space

I know with BTS I can evolve at will if I have the proper cards, but is that pokemon treated as a new pokemon if I return it back with Undevelop? If so, wouldn't that mean I can replay the power and essentially make a stall loop (undevelop,evole, repeat)?

Yes, yes you could, but it wouldn't take to much of that cycle to earn an appropriate penalty.
