Using Pokemon Communication with no cards in the deck

Can I use Pokemon Communication when I have no cards in the deck and perform a voluntary fail? Also, could I grab the Pokemon I just put back into the deck if it's the only card in my deck?

This ruling from Bebe's Search applies:

Q. Can I play Bebe's Search with no cards in my deck?
A. Yes. When you put a card on your deck as the first step, you will be able to do the search in the second step. (May 8, 2008 PUI Rules Team)

And it has already been ruled that you can fail the search, so you can leave the Pikachu there if you wish.
