Wailord under 5.00$ Good card stores?

Hi I have not been buying cards for long and I would apreciate it if you guys would help me out on where to buy my cards. I am tired of buying from the store as the packs are way to expensive especially when I could care less for half the cards I get in packs. I am looking in specific for a Wailord under 5.00$ and cant find any site that has him under that price. I have found one site pokemon-cards.net that sells him for only 99 cents. It was to good to be true and he was all sold out and he always is every time I check. So any information on good card stores online would be greatly apreciated or if your really knowledgeable and nice a wailord under 5.00 mabye 6.00$

And he has ten of them in stock!
