It all depends on what your IV's are and what you are planning on using on it.

A lot of people will do the standard 252/252/6 but for things like Substitute abuse, you need an exact Stat number.

for exapmle, Choice scarf kyogre vs. choice scarf slaking.
Kyogre, timid, 31 IV speed, 252 speed ev's - 156 total speed
Slaking, jolly, 31 IV speed, 180 speed EV's - 157 total speed

with 180 in speed EV's i can out run a scarf kyogre and i can put the surplus into something else like HP or defenses.

So, like i said - What is the goal of the Weavile?

Do you plan to use the weavile for double battle team?
If you need it to be faster then your team Pokemon, ev it for speed.
If you want to scarf it, go for Attack.
If you don't want to scarf it or use it for double battle, then base your stat ev's on your move set/ like "hit and run" (attack\speed) without the scarf so you don't get locked in your move set.

Generally Weavile is fragile enough that there's not really any point in buffing anything except Attack and Speed. YMMV but that's generally how Weavile works - it either outspeeds and hits like a truck, or it dies horribly.

Weavile learns almost all physical attacks and has 120 base attack vs. 45 base special attack. Pretty clear if you ask me...

Weavile CAN afford to lose some EVs from speed. 373 speed is usually enough to get the job done. so a few ~36-44 EVs can go to HP to help survive some otherwise ohkos. Go with a +speed nature (jolly) though
