Weavile UD vs Umbreon UD

Does Weavile UD's Feint Attack get through the effects of Umbreon UD's Moonlight Fang?

Weavile has a Poke-Power, however Feint Attack states: This attack's damage isn't affected by Weakness, Resistance, Poke-Powers, Poke-Bodies or any other effects on that Pokemon.

I am not sure if "prevent all damage, done to Umbreon by attacks from your opponent's Pokemon that has any Poke-Powers or Poke-Bodies" is an effect on Umbreon or an effect on all of the opponent's Pokemon with Poke-Powers and Poke-Bodies.

Moonlight Fang places an effect on Umbreon.
You can tell that because Umbreon is mentioned.
Also, the "Defending Pokemon" is not. It uses the more general term "your opponent's Pokemon" which does not reference any specific Pokemon, so the effect is not placed on that side of the play field.

Feint Attack gets to ignore effects on the Defending Pokemon, which in this case is Umbreon, so it gets to do damage.
