What does this rarity symbol mean?

The only card I am aware of with this type of marking is _____'s Chansey, there may be be others that I can not remember. ___'s Chansey has a white Diamond.
 
NO this isn't an ex or a dark type this is a water type slowking!

Is it from Delta Species, with a holographic card, and Slowking's name in gold lettering? (The abilities are Psychic Option and Prize Shift (or something like that.) If that's the case, it's a parallel holo card.

Yes you are right however hmmm. Its not quite the same, the Holos and exs have holoy star symbols as for the dark pokemon i guess ur right HOWEVER

In Delta Species, all cards (minus the ex's) come as their normal form and also as a parallel holo (some people call them reverse holo). All it means is that the card is a different version of the card. The reason the rarity is white is because the way the holofoil is done on the card, it covers the place where the rarity symbol would be, so it appears as foily (white in the light). It's not super rare or anything. Just a regular parallel foil of a slowking.
