What is the cheapest tier 1/2 deck for the 2014 season?

A relatively inexpensive, competitive deck I've built is Kingdra. There are several variations you could build, but they are all quite inexpensive.
 
Tool box is pretty cheap, if you want to go a litle further, Darkrai/Hydragon isn't that bad being that Darkrai is a promo.
 
Darkrai/Garbodor really isn't very expensive either. Basically any Darkrai deck will be pretty reasonably priced. Just stay away from anything that needs Tropical Beach.
 
Victini EX decks are relatively cheap, very easy to play, and aren't too bad in the competitive scene. At least in my experience.
 
Plasma deck isn't expensive anymore because all Deoxys EX, Thundurus EX and Lugia EX are in Promos
 
Anything in tins for sure. Darkrai, or Plasma. or Tooldrop. It's just preference. Do you want to be hit with all Anti Plasma decks? Do want to play a deck that's inconsistant at best? Or Darkrai, overplayed because it's good for a reason.
 
Another deck that's a solid tier "1.5" deck perhaps and maybe not quite on the main deck radar YET is Empoleon. One player on the Gym reported that players running Emploeon decks won 3 European Regional tournament. Also, I attended a League Challenge this past weekend and one of my Poké pals won running Empoleon (players running VirGen and VirMew2 took 2nd and 3rd).
 
Do you mean 4 Kyurem and maybe 1 Thundurus EX?

no I don't especially with the rule change.
Kyurem isn't that good. he will be doing the same amount of damage while the enemy has a benched mr mime.
thunderus accelerates energy and you play lugia more consistently than kyurem for 1 more prize on knockouts.
when muscle band is released thunderus will be even stronger especially since it has yvetal on weakness.

Honest question; what about the second attack Kyurem [Plasma]? In the typical Plasma build, you can use Silver Bangle (well, in theory - I don't run the deck so let me know if this doesn't happen) to pump the damage from Blizzard Burn to 150... that means a Hypnotoxic Laser/Virbank City Gym combo or multiple Deoxys EX puts Pokémon-EX into OHKO range. If they don't Tool Scrapper the Pokémon Tools, then a Keldeo EX/Float Stone on the Bench allows you to attack with Blizzard Burn twice in a row.

Again, I don't run the deck, and this is based on here say; if you've tried it and it just isn't worth it I really want to know!
