I won my cities because half of the seniors used random decks.
1st round VS SV Starter Deck [Milotic C, Roserade C,Swampert] Win
2nd round VS Legendary Pokemon Deck [A lot of legendaries] Win
Those guys were easy, plus no Claydols.
3rd Round VS Torterrible [Torterra MD, Sceptile AR, Spiritomb AR] also no Claydols as far as I saw. Win
These final 2 are Masters, tough ones at that.
4th Round [Master] Nidogar [Gengar SF, Nidoqueen RR] Finally, someone with Claydols. Loss
5th Round [Master] Shuppet [Shuppet, Mr. Mime,Uxie] Wow a deck which an NFE stars in. Loss
