What's mandatory for using an attack?

What's the general rule for determining what you have to be able to do in order to use an attack?

For instance, Ruby & Sapphire's Blaziken (#15) has an attack for :fire::colorless:colorless:colorless called Flamethrower that reads, "Discard a :fire: Energy card attached to Blaziken.". If you were somehow able to pay the Energy cost of Flamethrower without any :fire:-Energy producing cards attached to Blaziken, would you be able to use Flamethrower?

As another example, the text of Infernape Lv. X's Flare Up attack, which has you shuffle 8 :fire: Energy cards from your discard pile into your deck, ends with "(This attack does nothing if you don't have 8 :fire: Energy cards in your discard pile.)". Is this just a reminder, or if this sentence were missing could you use Flare Up with fewer than 8 :fire: Energy cards in your discard pile?
 
In each of those cases, they are required for the attack. (If you can't meet those requirements, the attack does nothing.)
