Basically, that questions puts forward an example in which it should be known that the only card in a player's deck is a Basic Pokémon from the fact that the other 59 cards are all public knowledge and none of them are Basic Pokémon, and asks whether the game actually knows that that card must be a Basic Pokémon.
I wanted to add another example, which is technically possible in the current and upcoming Standard formats. Suppose that in a player's discard pile there are four of each Future Pokémon released so far. Can that player play Techno Radar?
