Whimsicott's Encore vs. Tyranitar's Power Claw

If I were to use my Whimsicott's Encore on a Tyranitar Prime to limit it to Darkness Howl, would the attack text of Tyranitar's Power Claw allow it to use Power Claw instead of Darkness Howl while Encore is in effect?

My first inclination is that it cannot use Power Claw, but I just want to be sure.

Whimsicott's Encore places an effect on Tyranitar's Power Claw ignores any effects on the defending Pokemon (Whimsicott). So, Power Claw doesn't escape Encore.

However, Encore prevents the other attack from even being used, so it never gets as far as using Power Claw anyway.
