Correction, it evolves in the NEXT episode. 
It evolves while fighting an Exploud.
Update: Okay, NOW Treecko evolved. And for those worrying if Grovoyle pulled a Charmeleon/Charizard, it didn't. It didn't listen to Satoshi for a bit simply because it felt like Exploud outdid it in battle.
