I'm sure plenty of people have had the same idea, just thought I'd put pen to paper, as it were, and offer my attempt at the deck. This deck is experimenting with a PL-on format, should it so occur; as a result, I will be limiting myself to cards from Platinum-on, and would prefer fixes (if offered) that parallel this.

Strategy: It's far from perfect, but the usual idea of 100-sniping with immediately-accessable reattachment. Delibird does draw and set up. Very weak to some current threats, but I would like to make it a bit better without going out of a hypothetical PL-on format.

Blastoise: Primary attacker, for 100-damage sniping. The attack requires returning 2 W back to your hand. Fortunately, we have...

Feraligatr: Easily attaches a second (W) per turn, or even sets Blastoise up in an instant when the need arises. The benefit over Floatzel is against Power Spray: a single Floatzel's Poke-Power is blocked by Power Spray, but you can use Rain Dance as often as you like during your turn. However, it is a bit harder to get out than a Stage 1 line.

Feraligatr: Spinning Tail provides spreading damage (against decks that don't run Nidoqueen), for things that need to be ground down instead of smashed.

Starmie: Useful if the W get to the discard, and you don't want to (or can't) use the Trainers or Supporters.

Delibird: Draw power of the deck, possible usability of Hail. I fear that I don't have enough W Energy in the deck to get the acceleration I want, though.

Im just wondering why dont you use the new Floatzel UL instead of Feraligatr Prime? Its only a stage one and works about the same.
Except you dont need to use so many card spaces.
 
wheres the bts? maybe two bts would be pretty cool in there. drop a candy?

True, though I'd need a few in play, in order to get the speed I need for reattachment. It does look quite interesting.

Yeah, I'd say drop the Feraligatr line and add a 3-3 Floatzel line. Drop the Starmie's for another Fisherman too. This does seem like a pretty cool deck for the probable new PL-on Format.
 
Im a bit confused about changing to a Floatzel line when floatzels PokePower can only attach 1 Water energy per turn, meaning you can't keep using Hydro Launcher every turn while Feral Prime you can attach as many as you like. Correct me if I got something wrong

Attach your one energy for the turn, use Floatzel's power to attach a second to him, use Blastoise to move the energy from Floatzel to himself. 2 Energy a turn, though, Floatzel can be sprayed.
 
then you get sprayed and ur like COOL BEANS. feraligatr can be sprayed but you can use the power as many times as you want in a turn so the person who just sprayed it is like AWESOME I WASTED A SPRAY.. I'd prefer a stage 2 that is ok with being sprayed as a part of my deck as opposed to a stage 1 that gets messed up by it. stick with gatr
 
I think I have at least one too many Pokemon Collector, but that may just be me. Also, I have considered the combo of Blastoise and Feraligatr with Ho-oh LEGEND. I know, cringe immediately on seeing it, but and Blastoise can hypothetically get as much W in play as needed onto Ho-oh LEGEND as need be.

Also, should I consider the Cosmic Draw Staryu over the HS one?

Well Staryu RR has more use then just an attack that the HS has, but if you are planning to quickly get it to starmie it doesn't matter much. I would choose staryu RR because many decks are becoming quicker and setting up evo lines quicker.

1 Spiritomb AR
3 Stantler UL

This is the sort of the pokemon line i would lose because without claydol/uxie you'll need a starter (like the old days) to help you set up what you need. Spiritomb is just incase you're finding it hard to evolve your pokemon. Noctowl is debatable but drawing an extra card a turn could help you top-deck what you need.
 
Take out the Expert Belts. They risk another prize but won't assist in sniping.

Candies dependent won't work very well with tombs running around.

Add BTS and add in more Croc/Warts/
Floatzel GL Lv X will also be a great addition with BTS and more Croc/Wart
Playing BTS, Croc/Warts instead of candies will also allow you to run a couple of SSU for major healing
