Zebstrika VS Weakness Policy

I have an active Rayquaza EX, and attached to Raquaza EX is a Weakness Policy tool (Raquaza is weak to lighting types). My opponent has an active Zebstrika ( Breakpoint ) and is attacking, does Zebstrika's Ability "Zap Zone" ignore Weakness Policy?

While we are on the same subject as effects, what are things to be considered as effects?

This ruling from the Compendium would apply:
Q. Altaria has a printed weakness to Lightning, but it also has the "Clear Humming" Ability which creates an effect that gives it no weakness. What happens if it is attacked by Zebstrika with the "Zap Zone" Ability which makes its attack's damage ignore effects on the defending Pokemon? When Zebstrika attacks Altaria, is the damage altered by weakness or not?
A. Clear Humming is an effect that gives Colorless Pokemon no weakness. Zap Zone ignores this effect, so Zebstrika's attack will be increased for {L} Weakness. (Mar 24, 2016 TPCi Rules Team)

So, the effect of Weakness Policy would be ignored and weakness would be applied.

Q. If Genesect EX uses "G Booster" to attack a Pokemon with Grass Weakness but that Pokemon has a Weakness Policy Tool attached, is Weakness applied or not?
A. G Booster isn't affected by "any effects on the Defending Pokemon". Weakness is applied. (Feb 26, 2015 TPCi Rules Team)
