Well, the Exciting Battles cards would be perfect for padding out the Kalos Starter Decks if that's true that they're half decks. There's five Pokemon for each type in it, and some of them are Legendaries and stuff to appeal to kids even more. There isn't room in Legendary Treasures for it...

I'm hoping that one or more of the upcoming deck releases will include the Exciting Battle cards. I know I'm delusional, LOL. But TPCi has actually done a pretty good job during the BW era of bringing over a lot of stuff from Japan, and EEB not being translated would make those 42 cards probably...

No, it's simply because very few cards in Emerging Powers were considered playable even when the set was new, much less later, so people didn't really have reason to buy packs of it other than for Pokemon Catcher.
