Let me start of by saying, it's a better deck than it looks. It works.
It seems that your main concern with this kinda deck is the fact that there are too many snipers, and i have a way to work around it. This deck can also bring out popular snipers like Garchomp C LvX and OHKO them, whilst retreating back to the bench for protection. This deck was made quite quickly though, and obviously needs some improvement, so suggestions would be greatly appreciated!

Aim: Hit and Run, dealing 70 damage for 1/2 energies, then super scoop up Granbull when it gets too much damage on it.

90HP may not seem much for a Stage 1, considering gyarados has 130, 150 with E-Belt, but it is enough considering that it isn't meant to take hits from your opponent. Seeing as there are 3 Expert Belt in this deck, increasing the chances of drawing one, you should be fine when it comes to this, meaning you have a 110HP pokemon, capable of living another hit, and is less easily sniped if for whatever reason you don't have a manetric out.
50/70 for 1/2 energies is amazing, considering you get to switch out afterwards, and it's typing is excellent, as most dragons, like Garchomp C would be OHKOd by it. The idea is that you're always hitting for 70 however.
Unfortunately a lot of pokemon have 80 base HP, like crobat, so it may force me to add things like pluspower, bucks or crobat G of my own.

But this thing isn't out there to attack, the fact i have no lightning energy doesn't exactly help that, although i may put one in just so i would be able to use it's first attack.
This thing prevents my bench from being sniped, and can also be regarded as a death fodder. It makes your opponent decide whether they want to use Luxray G LvX on this, or your claydol. If they choose this, then you get to night maintenance, or wreak havoc on it with your granbull, if they choose claydol, then you have your bench still spared from sniping attacks.
The idea is to try and get bench shield with this thing, and if you can't 90 hp is enough to survive dragon rush, unless they have a crobat G of course.
0 retreat cost also helps.

Very playable card in the current format with all the SPs roaming the streets. Unless they have a tech for this, you can basically say it's GG as long as you have moonlight stadium and Granbull set up.

Another very playable card especially with moonlight stadium. Locks down SP decks too, and also most decks in general, like shuppet, jumpluff, kingdra, donpahan (for a while)

Use this card. Hopefully have better luck than me. Get heads. Bring out their w/e. Dead. Happy Face.

Luxray (in place of Pokemon reversal, although this deck gets its bench filled up very easily)

This decks main counter is probably donphan, as they OHKO you, break past MrMime and mewtwo, heal off the damage you do to it so that it's hurting you more than you hurt them. Also Gengar, due to resistance.

So there's the deck as a whole, hit and run, then super scoop up the damage that has been caused due to it's own attack, or set up for it's second attack and pretty much do a heck of a lot damage to anything. Then just set up your next one.

This is a fun deck as i'd like to remind you, i wouldn't play this in a tournament, because it isn't as powerful enough and isn't meta for a reason, this is just to have fun with.
 
I ran this at PA states and went 4-3 with it, which is not bad for a fun rogue. A few things I found:
- It runs best with Nidoqueen or you pile on damage to yourself too fast.
- Garchomp is a problem, which you've addressed with Manectric, but you haven't addressed Luxray GL X.
- You have to choose between Mimes and Spiritombs. There isn't enough bench space to run both. You need 1-2 Granbulls on the bench, a Claydol, a Spiritomb or two and a Nidoqueen. If you run only 1 Spiritomb, you'll get Cycloned or Regiced. I kept running out of space.
- Also you want 1 of the Granbulls to pile on damage so that you can stand your ground and do the rage attack. Preferably he should not be the one with the Expert Belt on.
I'd go to 3-3 Granbull
drop the Mimes
go to 4 Spiritombs
Add in an Unown Q or two.
