How to Identify Hacked Pokemon

Are pokemon from other countries considered hacked like for example
a level 1 shiny starter hatched from an egg

and another question

I have one or two pokemon that say for the location "had a fateful encounter at route (a route is listed here)"
is that a hacked location?

Any Egg from any country can turn out Shiny, you can use RNG to do this every time.

And as far as I know, there is no was a Fateful Encounter can happen at a route, those Pokemon may be hacked, would like confirmation on this.

Mind if I add on this? Hack checking isn't an easy process if you don't have the right equipment. IIRC the only way you can do it is to use a flash cart, a program, as well as a computer. You have to be able to extract the PKM files from the game itself in order to check the legality of the Pokemon. The program checks the checksum of the Pokemon in the game to see if it was modified in any way or made with a program such as Pokesav. If the checksum doesn't add up right the Pokemon will come up as invalid.

The "Fateful Encounter" was on my platinum's Shaymin after i caught it it said
Flower Paradise
Had a Fateful Encounter at Level 30

Seeing as it was the only pokemn i've ever had do that i was curious
also i just want to point this out as well
If you trade a pokemon from one game to another the location changes
From Met at Level ?? to Apparently Met at level ??

Yeah but getting the files off of a Cartridge is the problem. There aren't any LEGAL devices that let you do that. The only way to check by your way would be by buying something that may be illegal. Most people who have that kind of thing use them for illegal activities.
 
You mentioned Smeargle when you talked about movesets, but I think it's worth mentioning that Smeargle can learn any move through the use of sketch. (I imagine since Arceus hasn't been released in the US yet, judgement is still illegal).

Yeah, I guess I should put that. Though I'd think that people would know important and obvious stuff like that. Ah well, in it goes.
