Are pokemon from other countries considered hacked like for example
a level 1 shiny starter hatched from an egg
and another question
I have one or two pokemon that say for the location "had a fateful encounter at route (a route is listed here)"
is that a hacked location?
Mind if I add on this? Hack checking isn't an easy process if you don't have the right equipment. IIRC the only way you can do it is to use a flash cart, a program, as well as a computer. You have to be able to extract the PKM files from the game itself in order to check the legality of the Pokemon. The program checks the checksum of the Pokemon in the game to see if it was modified in any way or made with a program such as Pokesav. If the checksum doesn't add up right the Pokemon will come up as invalid.

You mentioned Smeargle when you talked about movesets, but I think it's worth mentioning that Smeargle can learn any move through the use of sketch. (I imagine since Arceus hasn't been released in the US yet, judgement is still illegal).
