There is no "banlist" per-se, however in the modified format (i.e group of cards that are allowed for tournament play) the only cards that you can use are cards printed in the Heart Gold Soul Silver set and all sets after that which can be shortened to HGSS-Onwards. You can also use cards that have been printed in past sets which have also been printed is recent sets (PokéBall, Rare Candy etc.) However if the has been a significant text change (Great Ball for example) you'll need a reference.

There was one way back in the day that included only Sneasel and Slowking from Neo Genesis, because at that time, thew were too powerful. The Sneasel was reprinted in Undaunted so I guess that's off, but the Slowking is still on it.
I also remembered that _______________'s Pikachu or Birthday Pikachu and Ancient Mew are also banned

True but you ban things to protect the health of any competitive game. Pokemon is the only TCG I know of that does not get this.
For the TCG, they need to make a ban/restriction like. Something like 1 Junk Arm per deck, 2 Megnezone prime etc. You can't mix up a format with bans or restrictions.
Vileplume isn't broken, he's just centralized right now because of Catcher/Junk Arm.You ban broken cards. Vileplume to name 1 and restrict cards that are too good at what they do. Junk Arm, Catcher, Juniper, Seeker, Mangezone to name a few. I'll say just outright ban Reshiram and Zekrom and maybe restrict Pachi.
