The deck looks pretty solid. I really like Cynthia's in the deck but space is pretty horrid. Only thing I can see being able to take out are:
- Expert Belt. 2 or 3 is fine but if you really wanted another Water then it wouldn't be that bad.
- Unown G. Sadly I could only fit in one. That's because I like my 1-0-1 tech
I myself think Dusknoir is needed but if you don't have Queen in your area or you have lots of Gengar in your area and can't afford to take out the Unown G then it's fine.
But yeah nice list. Simples

This is probably not want your want to hear, but the Cities Metagame isn't looking very good for Kingdra. Dialga G is popular again, as is Nidoqueen. Luxchomp gives this a hard time as well. Those are the decks winning alot of CC's.

FJM: Play a 1-1 Dialga G Lv.X tech as it destroys Tomb/Queen/etc.

Dialga in Kingdra? *Rubs eyes* Kingdra is all about speed. A tech like this would clunk it up. And besides, Noir handles Queen fine but also works great against every deck in the format. By the time you get Dialga out Tomb would be on the bench laughing away at you while there main attacker is destroying you.
